Go to champion Bulacan development
FORMER special assistant to the President Christopher Lawrence “Bong” Go on Friday vowed to help boost the development of Bulacan, as he expressed gratitude to the overwhelming support of the residents when his motorcade went around around Meycauayan City and the towns of Marilao and Santa Maria.
“Anyone would be happy with the kind of warm reception you have given us. Thank you very much to all my brothers here in Bulacan,” Go said.
He also thanked Bulakenyos for their support to President Rodrigo Duterte, noting that Bulacan was among the provinces in Luzon where Duterte won in the 2016 presidential elections.
Go said Bulacan would benefit from various development projects under the Build, Build, Build infrastructure program.
“Bulacan is lucky because the Duterte administration has many projects that would help in the progress of the province. If elected to the Senate, you could count on my support for these projects,” he said.
Among others, Go cited the P255-billion project for the extension of the Philippine National Railway service from Tutuban in Manila, traversing Malolos in Bulacan, up to Pampanga. It started last February 15 and is expected to be completed by the last quarter of 2021.
There was also the Arterial Road By-pass Project-Phase 2, inaugurated on April 30, 2018 that was meant to link North Luzon Expressway (NLEX) in Balagtas, Bulacan with the Philippine-Japan Friendship Highway, also called Maharlika Highway, in San Rafael town.
“And one of the biggest projects that would benefit Bulakenyos is the Bulacan International Airport Project,” Go said.
The privately-funded project costing P735.6 billion would include a passenger terminal building with airside and landside facilities, and an 8.4-kilometer tollway to serve as airport access connecting to NLEX in Marilao. San Miguel Corp. plans to start construction activities this year.
Go said he would also push for improved delivery of medical services in the country, noting that many public hospitals and health institutions lack the necessary facilities to handle the volume of patients.
Part of this advocacy is the establishment of the Malasakit Center, a one-stop shop bringing together in one room the Department of Health, Department of Social Welfare and Development, Philipinee Charity Sweepstakes Office and Philippine Health Insurance Corp. to make it easier for indigent patients to avail of medical and financial assistance from the government.
“There is a Malasakit Center at the Bulacan Medical Center that was launched on Dec. 11, 2018,” Go said, adding there are now 34 Malasakit Centers in various areas of the country.
He wants to pass a law that would enable the establishment of a Malasakit Center in more provinces and key urban centers in the country, and ensure as well the continuity of the program even after the Duterte administration.
Go said he intends to serve the people the way he served Duterte for over 21 years — with integrity and honesty.

Group eyes water impounding project in Bulacan
A Filipino company is readying for submission this month an unsolicited proposal to the Metropolitan Waterworks and Sewerage System (MWSS) to build a water impounding project in Bulacan that may provide up to 800 million liters daily (MLD) for Metro Manila and adjacent provinces.
Orville M. Roque, president of the project’s proponent, ITP-Maharlika Bulk Water Co. Joint Venture, yesterday told reporters that their proposed Angat-Norzagaray Optimization Project would cost P9 billion to P10 billion.
“We plan to do this through a 25-year, build-operate-transfer contract,” Roque said. “We can finish the first phase in two years from the time of approval.”
He said the company’s target was to complete the construction of the first phase by June 2022.
“We have been coordinating with the National Irrigation Administration (NIA), which has the right to use the water coming from Bustos Dam which, in turn, is fed by the Angat Dam that is also in Bulacan.”
Water flow from Bustos averages 1,800 MLD, but NIA is using only 600 MLD, Roque said.
He said the proposed project was meant to store a big part of the unused 1,200 MLD from Bustos.
“We can have the first phase ready with 250 MLD and the intention is to have both Manila Water Co. Inc. and Maynilad Water Services Inc. as off-takers,” Roque said.
He said ITP-Maharlika had been working on the proposal for more than a year and had been coordinating with MWSS Administrator Reynaldo Velasco on this.
He said Velasco had stressed the need for a project like this considering that the Kaliwa Dam project was not progressing.
“We hope that our proposal be taken up and that it would pass through the entire approval process by June next year,” he added.
By law, an unsolicited proposal needs to undergo a Swiss challenge or presented with a rival proposal. It also needs the approval of the National Economic and Development Authority.

2 dams costing P10-B to rise in Bulacan
Two huge dams costing PHP10 billion will be constructed in Bulacan to ensure the continuous supply of water in Metro Manila and environs all year round.
This was jointly announced on Wednesday by Reynaldo V. Velasco, administrator of the Metropolitan Waterworks and Sewerage System (MWSS), and Orville M. Roque, president of the ITP-Maharlike Bulk Water Company, during a press conference in Quezon City.
Velasco said the construction of the dams is part of the overall water security program of the Duterte administration for water consumers in Metro Manila and nearby provinces.
The metropolis, particularly areas serviced by Manila Water Company Inc., experienced water shortage the past few weeks due to low water level at La Mesa Dam.
Velasco presented MWSS’ road map on water security during the Cabinet meeting in MalacaƱang last April 1.
“Let me emphasize that it is only the Duterte administration that has put premium on the need to construct new water supply sources starting with the 600 million liters daily (MLD) Kaliwa Dam since Angat was last built in 1967 that continue to supply 4,000 MLD of water to Metro Manila and adjoining provinces,” Velasco said.
During the press briefing, Roque, whose company will undertake the construction of the dams under the Built-Operate-Transfer (BOT) law, said the dams will be finished in two years.
Roque said his firm will submit the proposal by the end of this month to the government for approval.
He expressed the hope the government will fast-track the approval so construction of the dam will start immediately.
Also during the press conference, Velasco said: “the MWSS Board of Trustees and management have buckled down to work to insure that there will be water security during the Duterte administration with at least 1,518 MLD by 2022.”
He said the short-term and medium water sources projects being fast-tracked are the 150 MLD Putatan (2019), 100 MLD Cardona (2019), 186 MLD Sumag (2020), 50 MLD Rizal Wellfield (2020), 80 MLD Calawis Wawa (2021), 100 MLD Putatan 3 (2022), 250 MLD Lower Ipo, and 600 MLD Kaliwa Dam (2023).
The medium-term projects from 2023 to 2027 are the 420 MLD Wawa Dam, 350 MLD Bayabas Dam, 550 MLD Angat Norzagaray Phase 2, 250 MLD East Bay, 750 MLD Sierra Madre, and the 1,800 MLD Kanan River Phase 1.
To complement the new water security road map, there will be the need to fast-track the completion of Aqueduct 6 and Tunnel 4, which were started when President Rodrigo R. Duterte assumed office.
“The capacity of 1,600 MLD will be enough to bring more excess water from Angat-Ipo too La Mesa Dam next year,” Velasco said.
“We hope to operationalize these two projects by January of 2020. In addition, Aqueduct 7 and Tunnel 5 are now on stream top provide another 1,600 MLD to flow towards La Mesa Dam,” he added.
Target date of completion of these two projects will be in June 2022.
Velasco said at the end of President Duterte’s term on June 30, 2022, “we are committed to put in place a real and sustainable adequate water supply and a 50-year master water security plan and sewerage plan.”
“This will be the crowning legacy of the Duterte administration on sustainable water supply,” he added.
